From design to permit. Without moving a single paper.
We prepare the technical design, submit the file to the local authority and follow the process through to approval. The same team then carries out the work.

One point of contact
Start with what applies to you
The difference is not the renovation cost, but what the work affects. These are the three routes used, shown side by side. We identify the right one during the visit, with your municipality’s regulations in front of us.
01
The fastest of the three routes
Applicable work
Floors, tiling, a bathroom that keeps the existing services, painting. Nothing affecting the structure, facade or floor area.
Documents required
Whatever the municipal regulations require, with the owner assuming responsibility.
Who signs
The owner, with the required documents.
When work can start
It is the fastest route, but an incorrect submission offers no protection.
02
Prior permission for minor work
Applicable work
Minor works that still require authorisation before they begin.
Documents required
Depending on the municipality: report, sketch and itemised quote.
Who signs
It depends on the scale of the work and the municipal rules.
When work can start
Only once authorisation has been granted.
03
Design and professional site supervision
Applicable work
Structure, facade, floor area or use, and significant changes to the layout.
Documents required
A complete design prepared by a qualified professional, with its annexes.
Who signs
A qualified professional, always, with professional supervision of the work.
When work can start
Once the permit has been granted. This route takes the longest and faces the most delays.
That is normal, and you do not need to work it out yourself. We visit, inspect the space and tell you, at no cost.
Donostia, Irún and the municipalities of Navarre do not classify work in the same way, and regulations change. That is why the route is decided case by case, not from a catalogue. Do you have premises you want to turn into a home? It has its own page: change of use.
What really delays building work
An incomplete drawing, a missing annex or the wrong procedure, and the file comes back. The clock starts again. When one firm signs the design, another handles the paperwork and a third builds it, nobody has the full file in front of them.
01
The process stops until the missing information is supplied. Nobody warns you: you have to monitor it yourself.
02
Submitting a responsible declaration when a permit was required means starting the process again from zero.
03
You risk having the work stopped and being fined, and it may complicate any later grant, insurance claim or sale.
From start to finish
We do not hand any of the five back to you. You see the design before it is submitted and can ask where the file stands at any time. See projects we have delivered.
We inspect the space, take measurements and listen to what you want to do.
We tell you which procedure applies, what documents it needs and the typical timeline at your local authority.
We prepare the design and gather the annexes. You review everything before submission.
We submit the file, monitor it and answer requests from the authority.
Once authorisation is in hand, work begins with one person in charge and documented completion.
These five steps include all of this
01
Technical visit and survey of the current condition.
02
Report, drawings and measurements prepared by a qualified professional.
03
Supporting documents: health and safety, waste management and structural calculations when required.
04
Submission to the local authority and management of municipal fees.
05
Monitoring the process and answering any requests received.
06
Construction management and completion documents.
The difference
One team prepares the design, submits the permit and carries out the work. Fewer handovers, one person responsible and a quote that already includes the process.
The usual way
One professional signs the design.
Another handles the paperwork.
A separate builder.
Nobody sees the whole file.
If something fails, each one points to the previous firm.
You are the one who loses time.
In the end, you coordinate all three.
With DONIVISS
The same team prepares the design.
And submits the file.
And carries out the work.
One phone number and one person responsible.
The quote already includes the process.
We answer requests from the authority.
If the local authority asks for more information, we answer it. It is included in the work and is not charged separately.
Our difference
We coordinate the technical design, the municipal process and the construction, so you do not have to deal with three different companies.
The same company is responsible for the design and the work.
We track the file and answer what the authority asks for.
Design and processing are itemised, not added later.
If you have commercial premises, there are two dedicated pages: change of use to residential and planning and local authorities.
Frequently asked questions
If your question is not here, we can answer it by phone in a minute. You do not need to know which procedure applies before calling.
Monday to Friday, 8:00 to 18:00
No. Starting without the required authorisation risks having the work stopped and being fined. A responsible declaration allows a much faster start, but it also has conditions and documents, and an incorrect submission offers no protection.
It depends on the municipality and the procedure. A responsible declaration can be resolved in days; a major works permit takes weeks or months. During the visit, we explain the usual timeline at your local authority and how much a request for corrections may add.
Yes, if the work affects the structure, facade or usable floor area: a design by a qualified professional is required. We prepare it, so you do not have to find someone separately.
Design and processing are separate items and are shown in the quote. You know the cost of each before signing anything.
We deal with it. Answering requests is included in the work and is not charged separately.
Yes. We work in Donostia, Irún and Navarre.
Request a quote
No obligation and no cost. First, we need to know what work you have in mind and what must be processed. The quote then includes the design and permit.
